My interpretation is that having equipment ready (or maintaining readiness) while managing costs is the highest priority. The message cites a logistical imperative for clear and consistent system transparency. That means that easily captured, highly accurate data on all systems and parts is critical. Enter UID.
USAF is investing heavily in their UID roll out, and they’re doing that in support of the eLog21 initiative. They understand that all the systems in the world amount to nothing unless they can be populated with accurate and timely data. That data must also be granular enough to identify the exact item, since the reliability of a component in a single system is critical to that system functioning as a whole.
